In May, Christine Tsang, our CEO, spoke on a Civic Track panel at the 2026 Yale Innovation Summit, “Let’s Make Government Work Better: Innovation in Regulatory Reform.” She was joined by Santiago Garces, chief information officer of the City of Boston, and Zachary Liscow of Yale Law School, formerly chief economist at the Office of Management and Budget. Michelle Hahn of Yale’s Tobin Center for Economic Policy moderated.
The panel took up why it has become so hard for government to build and deliver, and what AI can change about that. Christine talked about why Caldera is a public benefit corporation, and about work at Stanford RegLab, which she led before Caldera, that used AI to clean up San Francisco’s municipal code and find racially restrictive covenants in county property records.
Government is responsible for solving society’s greatest problems. But when most people think of government as just a roadblock or a barrier, you know that something needs to change.
