Mesa is the records coworker for the recorder’s office. It answers recordability questions from the code itself, computes the fee stack line by line, and works a covenant modification from the owner’s request to the county counsel package.
Mesa can read the recording statutes end to end and answer from their text. It can say what must be accepted, what may be refused, and what it costs, down to the fee on each line. Nothing it produces disturbs what is already recorded.

From recordability questions to covenant modifications, the work comes back cited to the code.
Handed a modification request, Mesa can pull the recorded declaration from the digitized official records, run OCR on the scanned book page, locate the unlawful restriction, verify it against the fair housing law, and prepare the redacted package for county counsel review. The original record is never altered; the modification records alongside it.
The permanent record
An office built on permanence needs tools that respect it.
What the recorder accepts becomes the county’s permanent record. Mesa is built so nothing it produces disturbs what is already recorded, and every action carries its reasoning with it.

Nothing is overwritten
Redactions and annotations keep their full revision history, and an export is a snapshot of that moment. Revisiting a call later never changes what already went out.
Access under the office's control
SSO, fine-grained roles, and per-request assignments decide who prepares and who approves.
Never used to train AI
Customer data is contractually prohibited from training any model, whether Caldera's or any AI vendor's.
